The first scene features the Murray character being "serviced" by a part-time prostitute, so I would personally not rate it PG 13, but R. Vincent (Murray) has a filthy mouth, is unkind to almost everyone, especially to the boy, Oliver's mother, played by McCarthy. Eventually in the film we find out why he chooses to be rude, untruthful, unkind, and to behave in ways that are unlawful. The boy and his mother give him a pass; I don't know that I would. What's really good about the movie, in my opinion, are the actor who plays Oliver. It's his first movie, and I think he's wonderful. Also, McCarthy is calmer and more understated than I've seen her be on SNL where she is coarse and crude. I like this persona much better.
